Ladies and Gentlemen, Executives, Employees and Staff of the Institute,
Firstly, I am pleased, in my own name and on behalf of all the institute's family - administrative staff, faculty members, institute students, employees and staff - to extend congratulations to you all on the occasion of the actual launch of our newly established institute. I hope that the website portal will be a fundamental and vital bridge for permanent communication and continuous follow-up of the institute's news and developments, especially within the framework of the comprehensive digitalization of higher education and scientific research institutions, in implementation of the main digital plan adopted by the ministry with the aim of facilitating student success in various university study stages, from the orientation phase until graduation and professional integration, and striving to encourage educational innovation, modernize governance in its various aspects, and generalize the "zero paper" policy.
The need for telecommunications with their various applications has become more important for all mechanisms governing different economic and social dynamics. Consequently, all modern services and technologies offered by this sector should be of particular concern, scientific investment, and technological improvement; because their impacts on social and economic balances have become more decisive. Therefore, it becomes essential to invest in this vital and strategic field through knowledge, scientific research, technological applications, and more; which in our view justifies the training of qualified executives that has always been the fundamental component of all sustainable development processes. In this context falls the project of establishing an Institute of Telecommunications at the University of May 8, 1945, Guelma.
The institute's management, represented by the Director and his assistants, the Heads of Departments, the President of the Scientific Council, the Director of the Research Laboratory, the Deputy Director in charge of Administration and Finance, and the institute's executives, will constantly monitor and within the spirit of coordinated teamwork to ensure the proper conduct of all pedagogical and scientific activities of the institute under suitable conditions while providing appropriate means according to studied and implementable plans within the institute's development plan, in consultation with the university family of the institute within various councils and under the permanent guidance of the University Director.

If your university training path should one day pass through the Institute of Telecommunications at the University of May 8, 1945, Guelma, whether through your personal choice within the annual ministerial publication for orienting new baccalaureate students or national or institutional orientation, you will have the opportunity to closely discover the commitment and perseverance of the professor-researchers and members of the administrative and technical staff who will follow with all determination and dedication their noble tasks in ensuring high quality of training, research and development while ensuring continuous communication with students. It will allow you to benefit from high-quality education that aligns with your scientific and cultural ambitions and enables you to obtain the decisive added value that will shape your university education. Focus will be placed on the creative aspect, innovation, and creating harmony between university training in the field of telecommunications and the needs of the national economic and social environment, while ensuring to give great importance to implementing the mechanisms of Ministerial Decision 1275 dated September 27, 2022, which includes a graduation thesis project for obtaining a startup certificate and a patent certificate by final-year students, in order to establish a generation of university entrepreneurs with creative initiatives to contribute to the creation of wealth-creating economic and service institutions that help, in addition to the direct employment of higher education graduates, to provide additional positions for qualified labor.
In the field of national and international openness, the institute places cooperation at the heart of its training and research programs, within the framework of the university and ministry's applicable laws and agreements. The institute welcomes foreign students and researchers and promotes the mobility of its students and researchers to universities, schools and institutes with high training and technological capabilities, especially in European programs such as Erasmus+ and others. In the same context, the institute aspires to build a strong and lasting consultative and participatory relationship with the socio-economic sector, such as telecommunications operators (Algérie Télécom, Mobilis, Djezzy, Ooredoo, etc.), economic operators, institutions and public and private bodies that use communication infrastructure and/or platforms such as Sonatrach, Sonelgaz and others, in addition to ministerial sectors like the Ministry of Post and Telecommunications, the Ministry of Interior, the Ministry of National Defense and others, as well as manufacturers of technological equipment in this sector operating in Algeria.
Finally, I call upon everyone to exert effort, seriousness and dedication in mastering work, each according to their assigned tasks, within the framework of full respect, continuous consultation, prioritizing the public interest, as well as adhering to discipline, integrity, neutrality and transparency under the commitment to applicable laws, the internal regulations of the university and institute, the charter of university ethics and morals, as well as the charter of good use of computer media, networks, social media and others.
